Diagnosis
Measures are still assigned to investment program position &V1&. Thisis only allowed for end nodes of the investment program (that is, forinvestment program positions that do not have any lower-level positionsassigned below them in the hierarchy).
If you now assign lower-level positions to this position, the positionis no longer an end-node position.
At the same time, structure maintenance does not allow entering newpositions at the same level as the top position.

Assigning lower-level positions to &V1& is not possible, nor can youassign new positions at the same level as top position &V1&.

Procedure
First remove the assignment of measures to top position &V1&.
