Diagnosis
You want to close the old approval year, and thereby carry forwardmeasures or appropriation requests to the current approved values ofinvestment program &V1&/&V2&. However, you did not set at leastone of these indicators: Carry forward plan values or Carryforward budget values. As a result, the system does notautomatically modify the plan values and/or budget values on investmentprogram &V1&/&V2&.
It is also no longer possible at a later point in time for the systemto automatically modify the plan and budget values in accordance withthe carryforward.
This can lead to inconsistencies, when you use the function for budgetdistribution from end nodes of the investment program to the measuresassigned to them. If you use this budget distribution function, themeasures that are carried forward could have a budget that is no longercovered by automatic increases to the budget of the end node positionto which it belongs in &V1&/&V2&.

Procedure
Set the Carry forward plan values or Carry forward budgetvalues indicators if the already existing plan or budget values onthe new investment program &V1&/&V2& reflect only the measures orappropriation requests that have been newly assigned to the investmentprogram.
On the other hand, do not set the Carry forward plan values
or Carry forward budget values indicators if the alreadyexisting plan or budget values of the new investment program &V1&/&V2&reflect the measures or appropriation requests that have been newlyassigned to the investment program, as well as the measures orappropriation requests adopted from the previous approval year.
