The logic is as follows:

• Indicator budget distribution of overall values not set:

Budget distribution is not possible at all.

• Indicator budget distribution of overall values set:

Indicator budget distribution of annual values not set:
Only overall budgets can be distributed.
Indicator budget distribution of annual values set:
Overall budgets and annual budgets can be distributed.
