Using percentages of less than 100% is basically possible, but it meansthat the planned and budget values will also be taken into account inreporting at less than 100%. This effect may be useful and desirablein certain instances. For example, you may want to check how thebudget categories are exhausted by the actual values that have come dueat the level of the program position, but you do not want to check thehow much of the measure budget is exhausted (or you only want tocheck certain budget categories).

Procedure
Check whether you really want the assignment to the budget categoriesto total less than 100%. Correct the percentages, if necessary.
