Procedure
Check whether the investment program (or sub-tree of the program)actually has positions that have measures assigned to them.
If it does have positions with measures, check whether the "budgetdistribution" indicator has been set in the positions. The system canonly transfer budget amounts from the program positions to the measuresif this indicator is set.
Also remember that the system only offers those measures for budgetingthat have a user or system status allowing the budgeting procedure youwant to carry out (original, supplement, return).
