Diagnosis
Capital investment program position &V1& still has measures assigned toit. This is only allowed for end nodes of the program, that is, forpositions that do not have any positions below them in the hierarchy.
However, if you add more positions below this one, this position wouldno longer be an end node, and would not be able to have measures.

First remove the assignment of measures to position &V1&.
