Diagnosis
When you create a new project without a reference, the systemautomatically generates a WBS element and assigns it to theappropriation request. However, you did not enter a number for the WBSelement.

System Response
The project cannot be created without this entry.

Procedure
Enter an unassigned number for the WBS element, or use a reference whencreating the project.
