Diagnosis
You want to assign WBS element &V3& to the appropriation request.
However, the WBS element is assigned to controlling area &V2&, whereasthe appropriation request is assigned to controlling area &V1&.

System Response
You can only assign measures that belong to controlling area &V1& asthe appropriation request does.

Procedure
Assign a different WBS element, or check the controlling areaassignment of WBS element &V3& and of the appropriation request.
Under certain conditions, you can also change the controlling area ofappropriation request. These special conditions are met when all of thefollowing are the case:

• the request does not have plan values


• it is not assigned to an investment program


• it does not have any other measures assigned to it

Check if you can still change the controlling area in theorganizational assignments.
Check also if you can use the function for creating a WBS element.
