Diagnosis
You want to assign order &V3& to the appropriation request.
However, the order is assigned to controlling area &V2&, while theappropriation request is assigned to controlling area &V1&.

System Response
You can only assign measures to the appropriation request that have thesame controlling area &V1&.

Procedure
Assign a different order. Or check the controlling area assignment oforder &V3& and of the appropriation request.
Under certain conditions (if no plan values exist, if there is noassignment to an investment program, if there are no other measuresassigned), then you can change the controlling area assignment of theappropriation request.
Check if the controlling area can still be changed under theorganizational assignments.
Also check if you can use the function for creating an order.
