Diagnosis
The volume correction factorshould not be zero.
If the volume correction factor is zero, this could prevent billingfrom being executed.

Example
In a gas procedure for which thevolume correction factor procedure is Fixed VCF
(fixed volume correction factor), the conversion factor for gasbilling can be zero. In this case, billing is not executed.
