You do not have system authorization for carrying out the desired actionor for a certain object.

System Response
The authorization concept of the SAP - ABAP/4 Dictionary checks theauthorization according to the following criteria:
i) authorization to execute a certain action
ii) authorization to process a certain object type (e.g.
TABL or INDX etc... )
iii) authorization to process objects assigned to a certain development
class.

Procedure
Check your authorizations in agreement with your systemadministrator.
