Diagnosis
Each time you start an activation process either for a single ABAP/4Dictionary object or via the mass activation program, an activationlock is set. The purpose of this lock is to prevent objects fromdifferent object classes being activated simultaneously as this couldlead to inconsistencies in the ABAP/4 Dictionary. Once the activationprocess has been completed, the lock is removed again automatically. Ifan activation process terminates abnormally, the lock initially remainsin place. It is removed automatically after about 10 minutes.

Procedure
Repeat the activation process after a few minutes.
