Diagnosis
You cannot generate a surcharge on the basis of a flow record that isitself a surcharge flow.

Procedure
Check the surcharge records that have been defined, paying attention tothe flow type, the effective date and the country.
You make these settings in Customizing for Loans by choosing:
Functions --> Accounting --> Basic Settings -->Define Tax Rates.
