Diagnosis
You have tried either to save a settlement unit, generate a costcollector for a settlement unit or assign settlement variants to asettlement unit. However, this settlement unit has not been assigned aparticipation ID.

System Response
The system can carry out the activity only once you have assigned atleast one participation ID to the settlement unit, telling the systemfrom when the settlement unit is valid.

Procedure
Assign a participation ID to the settlement unit starting from thefirst settlement date for the settlement unit.
