Diagnosis
The percentage field (bvepc) is lower than the lower legal limit for a
handicapped person to be considered. This means that legally it
shouldn't be taken into account (the checkbox should be cleared) .

Procedure
Tick the checkbox if you entered correctly the percentage. If the
percentage is entered incorrectly then correct it. Now press Enter.
