Diagnosis
Fields cannot be used for decision operations unless a feature has astructure from which the fields in question are selected.

Procedure
Access the structure maintenance transaction and make sure that astructure name has been specified for decision fields, and that eachfield to be used in a decision operation has been selected (that is,flagged).
