Diagnosis
The report was executed in "Test" mode.

System Response
When the Conversion is executed in Test mode, the proposed Tax
Framework records are run through all existing Business Logic checks
as in a Production mode, but no records are committed to the database.

Procedure
The Test mode of the Conversion program should be used to verify that
all proposed records will pass the Business Logic checks. Once the
proposed record(s) are verified to be error free, the report can be
executed in Production mode for commitment of the records to the
database.
