Your system has been configured in such a way that an employeesqualifications are administered in PD and not in the PA infotype"Qualifications". For this reason, you need the required PersonnelPlanning and Development authorization.

Procedure
Contact your system administrator for this authorization. You requireauthorization to edit the relationships between qualifications andpersons in the active plan version.
