To use the statistics manager you need authorization for object S_PROGRAM, with the settings:

• Authorization Group ABAP/4-Program (P_GROUP) = STATMNGR


• User Action ABAP/4 Program (P_ACTION) = SUBMIT

You do not have the authorization required
