Cause information:
Some account assignment entities for Public Sector were only activatedafter the start (BEGDA) of the current cost distribution record.
Saving this record would result in the values for such accountassignment entities being removed again to avoid inconsistencies.
These values were either read from the database (cost distribution) orhave just been entered.
