Diagnosis
To extend the validity of a budget structure, all budget unitsbelonging to the structure must be locked. The budget structure whosevalidity you have chosen to extend contains at least one budget unitthat cannot be locked. Perhaps this budget unit is being edited byanother user or perhaps there is a problem with the lockadministration.

Procedure
Try to extend the validity again later. If the problem still occurs,contact your system administrator.
