Diagnosis
You are defining or editing a step loops and have chosen Selectloop end line and the cursor is on a line above the step loop.
The cursor position should define the line down to which the step loopshould extend.

Procedure
Place the cursor in a position far enough down the screen so that youcan form a step loop which comprises at least two repetition blocks.
