Diagnosis
You want to allocate the BOM for material &V3& with material statusV1 v2 to plant v4.
However, in settings in Customizing (Material), material status &V1&V2 is defined such that a bom cannot be created for a material withthis processing status.

Procedure
You can only create the BOM in plant &V4& if the material is given astatus that allows you to create a BOM.
