Diagnosis
The sequence of the nodes with enhancement IDs for a structure is to bechanged, but the enhancement IDs are all not changeable.
Verious checks are made to ensure that the enhancement IDs arechangeable
Does the user have developer authorization for the enhancement IDpackage (authorization object 'S_DEVELOP', activity '02').
The function module 'TR_OBJECT_CHECK' checks whether the enhancement IDcan be processed from the transport system perspective.

System Response
If any of these checks fail, this enhancement ID is not released forchanges.

Procedure
Check whether you have the required authorizations for theauthorization object 'S_DEVELOP'. Contact your system administrator.
If the transport system check fails, the object 'R3TR' 'SHI5' <(>
<<)>ERWEITERUNGS-ID> is probably locked by another user. Contact thisuser.
