Diagnosis
The cycle for the filter ID passed was not found in the DDIC tableSQACYCLE. The newly-created test plan ID can therefore not be enteredin a record in the table.

Procedure
Create a cycle for the filter ID, get the test plan ID via the testplan text (description) using DDIC table TTREET, and enter it in thenew record in the DDIC table SQACYCLE.
If this is not possible, delete the test plan (e.g. with transactionSTWB_2) because otherwise any number of test plans can be created for acycle and only one is allowed.
