Diagnosis
The selected check stacks do not have the right status. Only checkstacks with the status 'created' can be issued. (If the principle ofdual control was not activated, you can also use unblocked checkstacks). If the principle of dual control was activated, created andunblocked check stacks must be released by a second user.

Procedure
Check to see if check stacks for releasing exist.
