Diagnosis
The settings in Customizing are not sufficient for the principle of dualcontrol for the notice management.
The authorization profile for the user does not allow the action.

Procedure
Check the settings in the Customizing for the principle of dual controlfor the notice management under Set upRelease For Bank Area/Product/Notice Category and Amount and/orSet up Release for BankArea/Authorization Group and Amount.
A role is assigned to each user. These are mostly maintained centrallyby an authorized specialist. Have your authorization profile checked.
