Diagnosis
If a hierarchy for interest compensation has already been used, noaccounts can be inserted any more.
An exception would be inserting a new account into an interest
compensation hierarchy that is already used. This is possible if the
new account is active, has not yet been posted to, and was created in
the current hierarchy period.
