Diagnosis
An active workflow has tried to increase the workflow counter, whichgives the amount of active workflows a particular clarification case isin, by one (+1). However, the workflow counter was already at 254. Aclarification case may only be processed in max. 254 active workflows.
It is most likely that the case is not actually in 254 workflows butthat either the workflow definition is incorrect or earlier workflowsfor this clarification case terminated incorrectly with the result thatthe workflow counter status is inconsistent.

Procedure
Inform your workflow administrator so that checks can be carried out tosee whether the workflow definition is incorrect or workflows for thiscase have been terminated.
