Functionality
This function module attempts to check for the existence of aProject/SubProject/Version. In case the Project/SubProject/Versionexist, it tries to lock the same.
However, in a situation where a Sub WBS element is already locked, andif the parent WBS is entered by the user, this function module raises amessage and prompts the user for different input.
