Functionality
This method is used to assign geographical units to a district.
The change number to be used to set up this assignment and thegeographical units that are to be assigned at a lower level must beassigned to the method.
Any errors that occur are returned by the parameter RETURN.

Notes
The district-geographical unit assignments are inactive until thechange number is released.
