Oracle Message ORA-23600 - cannot create PROPAGATION, string already exists

ERROR	cannot create PROPAGATION, string already exists
CAUSE	The propagate_name already exists.
ACTION	Drop the propagate_name usign DROP_PROPAGATEcommand or specify propagate_name.
