Oracle Message ORA-19723 - Cannot recreate plugged in read-only datafile string

ERROR	Cannot recreate plugged in read-only datafile string
CAUSE	The datafile is plugged in read only. It can not recreated.
ACTION	Use ALTER DATABASE RENAME FILE command instead.
