Oracle Message ORA-12058 - materialized view cannot use prebuilt table

ERROR	materialized view cannot use prebuilt table
CAUSE	An attempt was made to use the prebuilt tables.
ACTION	Reissue the SQL command using BUILD IMMEDIATE or BUILD DEFERRED.
