Message Oracle ORA-07577 - no such user in authorization file

ERROR	no such user in authorization file
CAUSE	An attempt was made to set an INTERNAL password (for either DBA or OPER privilege), but the corresponding VMS account (either ORA__DBA or ORA__OPER) hasnt been created yet.
ACTION	Add a VMS account for ORA__DBA and/or ORA__OPER before trying to set a password for them.
