Functionality
This function module performs a 'create/attach' on the CCMS domain andthe local system in the CCMS system repository. The function moduleensures that these two objects, their 'Name' attributes (keys) and theassociation between them are present in the repository (are created, ifthe repository has never been filled, are returned, if this has alreadybeen done).
The fuba returns the parents tables to use for registering objects onthe same level as the system and for objects that are hierarchicallylower than the system.
