Functionality
This function module checks whether a log has already been created intowhich the messages can be written. In case no LOG_HANDLE is returnedafter calling the function module CACS_LOG_HANDLE_SET, this means no logis present into which messages can be written.
In this case, the termination message "Message handler is not active;software problem" is triggered.
